One motion concerns SB 739 / HB 949 http://mgaleg.maryland.gov/webmga/frmMain.aspx?id=hb0949&stab=01&pid=billpage&tab=subject3&ys=2017RS Only club members who have been members for at least a month can vote on endorsement issues. (if you are a member in good standing, you should have received an email about the discussion on February 19). The CBCDC policy is below: 12. Policy for Presentation or Endorsement of Issues (a) General/Preamble: The Central Baltimore County Democratic Club wishes to add its voice to the public discourse by considering and supporting public policy issues important to its Members. To achieve this goal, upon request to the President and/or an officer leading a General Meeting, or by a Member in good standing or elected official, the CBCDC will poll the membership at its monthly General Meetings to issue a statement of support and/or endorsement for a particular issue of concern or import. (b) Sponsorship. A sponsoring CBCDC Member and/or elected official must present his or her position, in advance, if possible, so notification can be included in the newsletter preceding the meeting; and/or information should be disseminated in a one-page fact sheet at the beginning of the meeting. (c) Presentation to Members. The proposed public policy issue must be raised by a sponsoring Member and be presented in the form of a statement. The Members, after discussion, shall then vote on one of the following actions:
c. Referred to committee for further study and/or additional information needed, with a possible vote at a future meeting
(d) Quorum. A quorum shall require 20 percent of the total Members in good standing to be present at the time of voting on an issue. (e) Qualifications to Vote. Qualifying votes are limited to Members in good standing (dues paying). (f) Vote Needed to Pass. The statement to take one of the above actions must receive at least two-thirds (2/3) of the Members present and voting. (g) Discretion to Postpone a Vote. The President or officiating Member may decide, in their discretion, whether an endorsement vote should be deferred until a future meeting. |
